What is the actual first step to drawing bodies?

Thinking in 3D volumes instead of outlines. Imagine the world in 3d, place a reference cross on the ground, then draw a stick gesture. That's your 3d framework to build upon

Do I need to learn anatomy before I can draw bodies?

NO. Definitely not. Stick to simple forms. You do need to understand 3d space and to be able to draw boxes and cylinders

My drawings look flat. What am I doing wrong?

Probably drawing outlines instead of forms. A flat drawing is almost always the result of thinking in 2D. Try starting with a simple 3D box for the torso and see if that changes anything.

Should I practice gesture or construction first?

Construction, since anyway gesture will have to work in 3d space. That said, at some point they can be studied in parallel

How long does it take to get good at drawing bodies?

Honestly? It depends on how much you practice and whether you're practicing the right things. Copying photos without understanding form can take years and still leave you stuck. If you can already draw decent boxes, then maybe about 6 months.
